The transformation and upgrading will focus on resolving issues such as overloading and long supply of electricity in 35-kilovolt substations in rural areas that have not yet been rehabilitated and reformed in rural areas, and will give priority to urgently needed farm irrigation, greenhouses, and other agricultural products in major grain-producing areas. The production facilities use electricity to support the power grid construction. Through transformation and upgrading, a 110 kilovolt and 35 kilovolt network of high-voltage distribution network backbones will be formed, and rural power grids with coordinated development of 10 kilovolts and below. The reliability of rural power grids will reach 99.87%, and the comprehensive voltage qualification rate of rural power grids will reach 98.46%, the rural line loss rate on average reduced to 6.5% or less.
