Chapter I General Provisions

Article 2 The surcharge for urban public utilities (lighting) in Hainan Province (hereinafter referred to as the utility surcharge) refers to the cost of public lighting in urban areas in accordance with the scope and standards of Hainan.
Article 3 The utility surcharge is mainly used for public lighting electricity expenses, and the balance can be appropriately used to subsidize the construction of urban green lighting demonstration projects and collect handling fees. The specific scope of use includes the following aspects:
(1) Public parks approved by the provincial construction authorities, urban streets that meet the national capital construction standards, open parks, street public green spaces, open small amusement parks, and other public places approved by the provincial government. Article 4 The competent department of construction of the province shall be responsible for the verification of the construction of public lighting facilities. Chapter II Collection of Utilities (Lighting) Surcharges
Article 7 The scope of collection of utility surcharges: except for rural residents and all types of electricity users.
Article 8 The standards for the collection of surcharges for public utilities shall be formulated by the competent department of provincial prices and shall be charged with the electricity price.
Article 9 The verification standard for electricity charges generated by public lighting facilities shall be implemented according to the electricity price standard for residential electricity consumption, and the power supply department shall not arbitrarily increase the price or charge other fees.
Article 10 The provincial competent department of price may, in accordance with the development of the province's economic and social undertakings, combine the income and expenditure of public utilities surcharges, and adjust the public utility surcharge standards, and report them to the provincial government for approval.
Article 11 Public utility surcharges and bank interest shall be based on the principle of two lines of revenue and expenditure and special funds. As the government's non-tax revenue, the financial department of Shengshi County shall open a special account to implement special centralized management and use it uniformly.
Article 12: 80% of the total electricity sold by the province's power grid shall be used as the total amount of electricity used by all types of electricity users except rural residents and agricultural production, and the provincial power supply department shall pay the utility surcharge according to the prescribed standards. And pay the full amount of provincial financial accounts before the 10th of each month.
Article 13 The utility surcharges collected by the various units shall be promptly turned over to the provincial financial special accounts in accordance with the provisions, and shall not be arrears, stolen or misappropriated for any reason. The provincial finance department shall strengthen the supervision and inspection of the various units that have been levied, strictly implement these measures, and urge all units to be promptly and fully paid.
