Interview with William Peduto, Mayor of Pittsburgh: How did we get Uber to drive a car on the road?

  According to Bill Peduto, mayor of Pittsburgh, one of the reasons for approving Uber’s self-driving car testing in Pittsburgh is to ensure economic growth.

Just last month, Uber issued an astonishing statement that Uber customers in Pittsburgh can make an appointment for their self-driving cars. Mayor William Peduto pointed out that the Uber test is not only an easy move but also revives Pittsburgh’s position in the global economic market.

Q: Pittsburgh - the first city in the United States to have an autonomous driving commuter car. How is it done?

A: Uber President Travis Kalanick started planning as early as a year ago. He originally planned to conduct experiments in Harrisburg, but the laws and regulations of the City of Harrisburg did not allow self-driving cars to go on the road. When I first met Travis Kalanick, he mentioned the Pittsburgh plan. "What is that?" I asked. He said: "Do you know about the Manhattan project? The Pittsburgh plan is our Uber Manhattan plan. We plan to build a self-driving car center in the city of Pittsburgh." His words stirred my curiosity and furthered him. The dialogue was informed that Uber has set up its headquarters in Pittsburgh. By the end of the year, it had more than 200 employees and it has now risen to more than 500 people.

Q: What happened next?

A: About half a year ago, the city of Pittsburgh and Uber reached an agreement on the testing of self-driving cars in the city. All sectors of the government cooperated with Uber to continuously expand the scale of experiments and expand experimental facilities.

Q: What is the content of the agreement? Will Uber be responsible for self-driving car accidents?

A: At present, there is no formal agreement on paper, but Uber must comply with the Pennsylvania State Law and use the driver’s license to drive the vehicle. We asked Uber to negotiate with the traffic department of the city's police station to ensure the safety of the people's lives. Uber will bear all responsibility for any accidents that occur during the test.

Q: Why did you choose Pittsburgh as an experimental city?

A: The terrain of Pittsburgh is complex and changeable. There are several bridges and the climate change is obvious. And it was these factors that made it the Uber test site. The city of Pittsburgh is not big and will not interrupt the project process because of some administrative procedures. Pittsburgh has a world-class robot team and Carnegie Mellon University awarded the world's first doctoral degree in robotics. In addition, the city of Pittsburgh is not only innovative but also has a stronger manufacturing capability. All the experiments needed to build a self-driving car (eg, vehicle network security) can be completed here. Pittsburgh has a century-long history of manufacturing and holds advanced manufacturing technologies in the world.

Q: Uber has been providing employment opportunities for drivers in Pittsburgh. However, its self-driving car research will in turn make Pittsburgh abandon the driver. Do you mind?

A: Our problem is not whether the driver will disappear, but where the new industry will be born. Many cities are growing into new industrial centers. The city of Pittsburgh is the only city with traffic lights with autonomous learning ability. Self-driving cars are the major trend in the development of science and technology in the world. Aircraft flights and cargo transportation will be automated. This is an industry that will be able to permanently change human travel and cargo transportation in the next decade. If we do not take this opportunity, we are giving away the leaders of the industry to other cities. Humanity, especially in urban areas, is moving toward interconnection, electrification and automation. This is no longer a trend but a set fact.

Q: Although the people are frustrated, Kalanick hopes that the new technology will replace all Uber drivers.

A: Uber was not available five years ago. We had hoped to use advanced technology to make up for the shortage of drivers. This would require equipment related to vehicle sensors and vehicle automation. What is Uber alone in this industry? Unlike Google and Volvo, Uber is working with automated manufacturers. When it comes to manufacturing, it is Pittsburgh. We are manufacturing experts.

In the 51 years of my life, I have never seen the city prosper, but it has experienced its economic depression. When high school graduated, the unemployment rate in Pittsburgh was as high as 19%, which was higher than during the Great Depression (1929-1939). I watched as the people left and my friends left. I have worked for many politicians. During the campaign, they all claimed how they would revitalize the economy, while the people of the same period lived in dire straits. People like Dick Cyert of Carnegie Mellon University because he invented the first robot and built a super computer center. We have been asleep for thirty years in agony and suffering, and have finally become famous overnight, and the old steel factory will be replaced by new industries. Once the steel capital is back!

Q: Will self-driving cars be applied to public transportation systems?

A: We can plan a "last mile" project. Imagine the following two situations: If an old man lives outside the bus station for a mile; or if the patient goes to the bus to see a doctor, the bus station is far from the doctor's office. The public transport system can provide vehicles to pick and drop this "last mile." This is something we can think of and can achieve. We need to build a healthy public transportation system that can achieve the "last mile."

In the past nine months, I worked with these technology companies and witnessed the rapid development of these technologies.

Q: Have you ever taken a self-driving car?

A: On the day Uber announced the pick-up and return service, there was a self-driving car in the vehicle and I happened to be sitting there. The driver in the car holds the steering wheel, but does not control the throttle brake; the co-pilot has someone to check the screen of the computer connected to the vehicle. When the vehicle cannot recognize an object, the vehicle warning light turns on, prompting the driver to take over the vehicle. All this was carried out in an orderly manner, leaving no time for me to be afraid. In contrast, I am even more afraid that the driver is still an 18-year-old child, and he is still playing Pokémon Go.

Q: Many people are afraid of self-driving cars. Some readers asked me if you discussed this issue with Kalacnick.

A: I had dinner with Kalanick. Dining with the founders of Google Maps and engineers to help Twitter solve the whales. I asked them: "Do you know that people are very worried about driverless cars? When you drive on the road, the fact that there is no driver next to a parked car will cause them anxiety." This kind of consideration makes no sense. They said that people should consider technologies such as genetic engineering - how can they tamper with DNA? Here, they mentioned the animal cloning experiments conducted in Korea. However, after investigating the data, I was actually tested by a doctor in South Korea and caused widespread discussion in the academic world.

Q: It sounds like they really avoided this problem.

A: You can always hear the words “Let the world get better” from the presidents of other technology companies, but Kalaknick will not. I told Kalacnick that Uber must be transcending liberalism. Uber's factory is the right direction for the people because it belongs to the people. Although other tech companies are also successful, they do not belong to the people.

The city was founded by people like my grandfather who dedicated their lives to the steel factory and created the middle class in Pittsburgh. Therefore, when we want to develop Uber's self-driving car technology, people's safety must be the primary consideration.
