Tesla began to inform the current owner that the owner of the new Model S or Model X car before the end of the year will be able to enjoy the free charging service:

“If you purchased any new Model S or Model X car before December 31, 2017, you can use Supercharger for free and unlimited. If you choose to sell the current Tesla vehicle, then charge for free. The service will be transferred to the next owner. In addition, the five friends you specify will also receive a free charging service."

Tesla introduced a pay-per-view model earlier this year, but owners who bought new cars last month still enjoy a free charge of 400 kWh per year by default.
